Selecting a Sub Programme
There are two ways you can find the sub programme to which your appeal has been allocated.
1. The Valuation Officer will have written to you and provided the Sub Programme Identification code. By selecting the button 'Enter Sub Programme ID' you will move to the Sub Programming Selection screen and prompted to enter the code. This is the easiest method of locating the sub programme to which your appeal has been allocated.
2. If you do not know the Sub Programme Identification code or you wish to identify what sub programmes exist on and after a specific date, or on and prior to a specific date, the search facility must be used.
Using the Search Facility
You must first choose the Rating List to which your appeal relates. Programmes exist for three Rating Lists, 1990, 1995 and 2000. The sub programmes for 1990 and 1995 are listed together due to the small number of outstanding appeals for the 1990 Rating List.
Using your mouse select the radio button that relates to the Rating List you require.
Please note - the system automatically defaults to the 2000 Rating List option.
· Appeal relates to the 1990 or 1995 Rating List
· Appeal relates to the 2000 Rating List.
Select the 'Next' button at the bottom left hand side of the screen and you will move to the next screen.
Your sub programme identification code consists of three groups of characters. Enter the code in the three boxes displayed on the screen.

This screen provides an access point for users entering this application, from the Rating List application.
This screen is divided into two sections.

Using the Search Facility
On the previous screen you chose the rating list for which you wish to find a sub programme for. According to your choice the screen heading will display
Programming of ND Rating Appeals 1995 & 1990
or
Programming of ND Rating Appeals 2000
If the heading does not display the list(s) you require, use your mouse to click on the 'Back' button in the top left hand corner of the screen. This will take you to the previous screen where you can change your original selection.
With the correct heading display, you must now select the Billing Authority (Local Authority) List to which the sub programme is attached.
There are two ways to select the Billing Authority, choose only one option, either :-
1. Select the appropriate Billing Authority Name. The list includes all the authorities in alphabetical order. Highlight the field and type the first letter of the name you require. You will be moved down the list to the first authority beginning with that letter. If you wish to search across the billing authorities for the whole of England and Wales, choose the `ALL' option.
Or
2. Enter the Full Postcode for the appeal property. The postcode will only identify the Billing Authority, if it exists as part of the address displayed within the rating list.
There are two types of postcode
· Address postcodes
· Large User postcodes.
Only Address postcodes are used within the rating lists as Large User postcodes often only relate to a company's post box number.
When you have entered one of the above, use your mouse to select the 'Next' button in the bottom left hand corner of the screen. You will move to the next screen.

or
Programming of ND Rating Appeals 2000
The Billing Authority chosen also has its code and name displayed below the screen heading. Where you have chosen the `All' option, no billing authority name and code will be displayed.
With the correct Billing Authority displayed, you must now choose one or more of the three options.
ONE OF THE OPTIONS MUST BE CHOSEN.
Search on Sub Programme Title
It is accepted that you will not necessarily know the full title of the sub programme you require. This field allows you to enter a word or phrase that will be matched with all the sub programme titles for the list year and billing authority selected. At least 3 characters must be entered. For example `car' will find
ALL CAMPING, CARAVANNING, HOLIDAY SITES
CARAVAN PARKS
MOTORCAR SHOWROOMS
SHOWROOMS (EXCEPT MOTOR-CAR)
CAR AUCTION BUILDINGS/SITES AND CAR WASHES
etc.
The characters you enter will be matched character for character. Therefore using the above example if you entered `cara' the system will list
ALL CAMPING, CARAVANNING, HOLIDAY SITES
CARAVAN PARKS
etc.
It will not list
CAR AUCTION BUILDINGS/SITES AND CAR WASHES,
because there is a space between the `R' and `A'. To find this you would need to enter `car a' but this of course would not find `CARAVAN'.
Sub Programme Start Date
The Sub Programme Start Date defaults to today's date, but can be deleted or overwritten if required. A search using this date will find all sub programmes on or after the date shown.
Sub Programme Target Date
The Sub Programme Target Date can be left blank or a date can be entered. A search using this date will find all sub programmes on or before the date entered.
By using both Sub Programme Start Date and Sub Programme Target Date it is possible to identify all programmes between specific dates.
When you have entered the required options, use your mouse to select the 'Next' button in the bottom left hand corner of the screen to run the search.
The next screen displayed depends on whether you have chosen to either: -
a. Search within a single billing authority.
Or
b. Search all billing authorities.
Sub Programme Summarised Details
The following columns are displayed on screen :-
Sub Programme Identifier
The sub programme identification code.
Title
A description of the rating list entries included within the sub programme.
Status
This indicates what stage the sub programme has reached. Its Status can be one of the following four options :-

Not part of the formal appeal programme. A temporary programme to which cases are allocated, prior to attachment to a firm programme. |
Start Date
The date the Valuation Officer opens discussions on the appeals allocated to this programme.
Target Date
The Valuation Officer expects to conclude all discussions by this date for all the appeals within the sub-programme.

Name and Address of the Valuation Officer
This is the Valuation Officer who created the sub programme and he/she is responsible for all the rating appeals allocated to it.
E Mail Address, Telephone and Fax Numbers
These all relate to the Valuation Officer responsible for the displayed sub programme.
Full Details Attributes
Not all attributes are required for each sub programme and therefore some details will be blank. Attributes with an asterisk against them are mandatory items and will consequently always display details.
Identifier *
The sub programme identification code.
Title *
A description of the rating list entries included within the sub programme.
Description
A "pen picture" describing the properties and or the location to which the appeals relate.
List Year *
The Rating List year (1990, 1995 or 2000), to which the appeals relate.
Valuation Tribunal Area *
The name of the Valuation Tribunal which will hear all the appeals in this sub programme, that have not been settled by the Valuation Officer.
Start Date *
The date the Valuation Officer opens discussions on the appeals allocated to this programme.
Target Date *
The Valuation Officer expects to conclude all discussions by this date for all the appeals within the sub-programme.
Status *
This indicates what stage the sub programme has reached. Its Status can be one of the following four options :-
