| Non Domestic Rating Lists for 1995 and 2000
This application enables users to view and search a Rating List. Users can retrieve any
entry that is currently in force, as well as the entry that represents the deletion of any
assessment that has appeared in the past. The history of all such entries can be viewed
and the user can, where required, submit an appeal against one of the entries displayed.
Valuation Officers are required by statute to produce and maintain rating lists and this
responsibility is discharged by supplying the Compiled Rating List to the Billing
Authority (local authority) and notifying them of any subsequent changes. Each Billing
Authority holds a printed version of their list which can be viewed by the public. The
primary aim of this Internet application is to make the rating list information more
widely available, especially to individual ratepayers. There are 760 separate Rating Lists
held within the application (380 x 1995 and 380 x 2000) and you can only look at one list
at a time. We do not intend to provide interaction between the lists, either for
individual properties or by property type. This type of functionality is provided by
companies like EGi, Property
Intelligence Limited and The Rating Software Company
, whose products are designed particularly for firms of surveyors and the commercial property
market.
The 1990 Rating List is not included in this application because it is no longer
maintained by computer, as the software was not compliant for the year 2000. The small
amount of work generated by the 1990 List mean't that upgrading the software could not be
cost justified. From January 1st 2000 all 1990 work has been dealt with manually.

Programming of Non Domestic Rating Appeals
This application enables users to view and search the programmes which provide a timetable
for clearance of Rating Appeals against 2000 Rating Lists and 1995 Rating List appeals
received since 1 April 2000.
Programming is an initiative designed to inform ratepayers when their appeals will be
dealt with by the valuation officer and in the event that a settlement cannot be reached
the knowledge that a hearing before the valuation tribunal will take place shortly
thereafter.
Users should be able to identify the likely period when their appeal will be dealt with
by the valuation Office.
The programming initiative is backed by a guidance note. The guidance note has
been prepared by the Valuation Office Agency (VOA) following discussions with the
Valuation Tribunal Service in England and Wales, DTLR and the National Assembly for Wales.
It contains advice on the principles and procedures to be followed in establishing
programmes for dealing with appeals against all non domestic rating assessments made after
1 April 2000 in England and Wales.
Programmes have been prepared for every billing authority in England and Wales. The
primary aim of this Internet application is to publish and update, on a regular basis,
details of all the programmes for dealing with appeals throughout England and Wales and to
make this information widely available, particularly to individual ratepayers.
There are many hundreds of sub programmes to cope with the number and variety of
appeals which will be received by valuation officers and you can only look at programmes
relating to one rating list at a time and in relation to a specific billing authority.

Where you are having trouble identifying an address in the rating list or wish to query
a particular entry, please contact the Group Valuation Office responsible for the Billing
Authority in which the property resides. A full list of the Group Valuation Officers and
their Billing Authorities exists on the VOA Website under 'Where to find us'.
On occasions a Valuation Office may have to direct you to it's IT Help Desk when your
problem is found to be complex or of a technical nature (see below).
